Did you try removing the battery? I would remove the battery and the RAM, re-seat the old RAM, reinstall the battery and try again.
I just bought a LE1600 off eBay and I also bought 2GB of RAM from Newegg (Kingston 2GB 200-Pin DDR2 SO-DIMM DDR2 533 (PC2 4200) Laptop Memory Model KVR533D2S4/2G).
It booted fine when I got it. I then changed the RAM and it booted fine again, ran faster for a while, then started slowing down. After about 2 hours, I attempted to shut the computer down. It appeared to hang-up at the shutdown screen. After a couple of minutes, I help it turn itself off with the power button. I went to boot the computer again and all I get now is the blue power light.
I then put the old RAM back in...to now avail. I don't think the RAM would do it since it started fine the first time.
Any thoughts on what is causing this? Any ideas to fix it?

Your tablet is just a little PC, so you should seek answers from general PC sites, e.g: Computer won't post, no beeps.
Here is my guess at the scenario: you pulled the power plug and battery before replacing the RAM, and that's good, but this drains the CMOS battery. Now it may be too weak. Many older computers won't start without a CMOS battery. Try replacing the battery. You can probably find it at any camera store or Walmart.
Another possible scenario is that your LE1600 is one of the newer computers that can keep the CMOS without the battery, but somehow the CMOS got corrupted. Try the CMOS reset jumper. Look up your motherboard on the net to find its location.
If all that fails, try powering on with one RAM stick or even zero, and see if it gives you some clue to the problem. Try stripping it of everything possible: peripherals, SD card, wireless card, WWAN card, etc.
