Recently my hard drive crashed and had toshiba r

Recently my hard drive crashed and had toshiba replace it.

However, when they return me the tablet, the only thing that was present was command.com. (i turn it on and i get the toshiba screen then i get command prompt.

I have the recovery cd but it wont work ( no burner)
i have a memorex external dvd burner. I connect it via usb and selected the external option and it wont work
I tried booting from the SD card but didnt work.

Any help? They didnt provide me with any software to boot from or anything :S
