I have the same issue. don't know how to get it back.
I am using the IBM/Lenovo Tablet X41, and up until a week or so ago, I would be able to see the battery meter on the taskbar, telling me what percentage of time/battery life I have left. Now, all I get is an icon on the system tray that requires me to hover over it. I have checked all the settings I am aware of and still can't see any way to restore it to the taskbar. How can I do this?
BTW--I do have, under Power Manager/Options, the box checked that says Show PowerPower Manager Guage in Task Bar--it doesn't do it.

I saw this when I first posted, but didn't think he was describing the same problem, although it appears now that he was. Now I have that battery-shaped meter (usually green) on my taskbar. He mentioned deleting items from startup--I had done the same thing, and I also couldn't find what i had deleted in MSConfig.
All's well that ends well.
