I've not had the same problem with ink in Outlook.
I, simply, select the pen button and ink away. I'm not sure why you are experiencing the problem, but I can assure you that Outlook does support ink.

1) I am trying to send an email out and I'd like to write directly in the body of the email; I am using Outlook 2003.
It seems that Outlook does not support ink...
So I won't be able to write ink directly in email?
2) Also, I used snip tool and attached a screen shot to the email as inline image pasted. In Outlook 2003 I'd like to modify and annotate the screen shot a little bit. I clicked on the image and no software was brought up: so I won't be able to make modification/annotation on the image...
3) Moreover, what is the most efficient/fast way to sketch a few things down and then send it out as email? I have tried OneNote, but OneNote does not have a send as email button, and it cannot open an esisting image and do some annotation on it;
I like snip tool, but it does not allow opening an existing image for editing,...
I think I need a general image editing tool that is good with ink... I have tried Paint, but that one does not support rich ink pens, etc.
Any thoughts?

are you using Word as your email editor ( Tools / Options / Mail Format )
If so, trying turning it off, rebooting, turning it back on and restarting.
The ink tool bar should appear below the subject line. You might also look at your toolbar options to make sure the ink toolbar is turned on.
