Is this while on battery?
If you boot turn the machine on and it's not plugged in then the CPU defaults to 800MHz until windows takes over and can dynamically switch the cpu speed (all the way up to full speed if necessary)... I haven't been able to pinpoint when this actually happens in the boot process but it seems to me that my boots are considerably slower on battery power.
Note that if you have it plugged in when you turn it on... it will default to the processors max speed... try loading an OS without speedstep support to see these things in action ;)
