for some reason I can no longer ink when I send

for some reason I can no longer ink when I send messages in Outlook Express (using Word as my email editor) It just stopped working for no apparent reason. I can still enter text using handwriting recognition but the felt pen is greyed out. I tried system restore with no success.when I just open Word itself, everything works fine. any suggestions would be appreciated.

Brief follow up. I have found that if I open the tool bars and replace the inking toolbar, it seems to work but I have to keep doing it each time I open a message. Tried using windows to repair office 2003 with no luck. Anyway, at least I figured a way to get the inking in if I need it. Still would appreciate a more permanant fix if anyone has any new ideas.
