on toshiba.com one can customize his M200.

Battery time with the standard model is about 4 hours. But what happens if you decide for a 2GHz prozessor / 1GB Ram and a 7200rpm HDD ? (3 hours or even less)

It´s easy to get a M200 in the U.S. In Germany and the rest of Europe they are rare, you cannot customize and they are up to 45% more expensive. This is discrimination.

Are there legal possibilities how I can get one in the U.S. (maybe stores that sell to Europe via UPS)?

I already checked on ebay but they only got 1.5GHz models.

Many US retailers will ship to Europe via UPS or FEDEX. Some will not due to credit card fraud concerns. With the weak dollar and strong Euro you may be able to save some money. However, you would likely have to pay customs duty when you go to get your package. I would imagine the duty would be at least your VAT %, check with your local toll authorities (the local UPS office should also know since they collect the duty and remit the duty).

Here in Norway I pay 24% VAT on purchases. Fortunately I visit the US often enough to make my PC related purchases while I'm there.

I can't speak to the processor effect on battery life but the ram and hard drive capacity/speed you mention have a neglible effect on battery life on my M200.
