How can you mark up a jpg or gif with comments or edits using the pen and save it as a jpg or gif so you can send it to people who don't have tablet PC or special software? It seems like it should be really easy but I can't figure it out.

I really like M2Polaroidsnap or M2picsnap as it is called now.
You give it a photo and it turns into a polaroid-esque photo will a white bar for labeling. You can write anywhere though.
GoBinder will do this. Just cut/paste the photo into a note or print the photo into the GoBinder Virtual Printer. Then do whatever you want to the picture and do a "Send To/Email Recipient". The picture (and any other notes) will be sent as an MHTML email. You can try it with the 30-day trial at www.gobinder.com
Well, if we’re going to include MHTML as a file transfer option, you could insert the photo into Journal, ink it up, and send it out that way!
