Microsoft promised, 2,5 years ago!!!, handwriting recognition for the Dutch language. It still does not exist!!!

Doesnt the powertoys for tablet pc have a dictionary tool that works with ms office dictionaries? Then by having dutch for office i.e a dutch version of office or office proofing tools you could use that?
