I'm not really sure what u mean. But if you're asking why your Windows XP is not in Chinese (as in all the options, control panel, etc...), that's because the XP version installed with the computer is English, and getting the language bar just means you have Chinese fonts (to read and type).
However if you want a version where people actually translate all the words in the Operating System for you, you will need to get a Windows XP Chinese version. Though normal XP in Chinese are available in Asia, I do not believe tablet pc version in any other language is available yet.

install the Tablet PC Recognizer Pack, it option: "english(US), english(UK), Trad. Chinese, Simp. Chinse, Japanese, korea.." i need to input the chinse, i can choose the Trad. Chinese is right! but if i do not choose the english(us/uk). it can provide the english handwriting function?

hoiman, I think you might want to install the English too, even though your Tablet PC is the English version. That's because the recognizer pack contains an updated version of the English recognizer I believe, and supposedly with some improvements in recognition.
Then, if you haven't already, consider trying XPSP2 release candidate. The recognition and the TIP are both greatly improved.
There are various (limited) versions of XP Tablet PC in other languages (Japanese, German, French, for sure, maybe others). Those entire OSs are in those languages. Right now the selection is very limited.
There is a Multilanguage User Interface upgrade (MUI & Recongnizer Pack) that allows you to add other language interfaces to the base English OS.
The MUI and Recognizer pack allows you to add two forms of Chinese, Spanish, and a few others (Italian I think).
First, install XP Tablet in English.
Second, install the XP Multi-langauge User Interface (MUI). Choose the languages you want. This can only be installed on the English version of XP.
Finally, installe the Tablet PC MUI and Recognizer Pack, it will map to the languages on the MUI of XP.
MUIs only work on the base English version of the software. Many things are not changed. For example, this does not include foreign language tutorials or help screens. Most error messages will be in the chosen language.
Under Windows 2000 (on desktops), the MUI was kind of flaky. The logon would be in the second to last language you had used, not the currently configured language. There were other wierd things. The Tablet PC version is very similar.
I am using it right now in a Spanish profile, and about half of the things are still in English.
Also, be aware that the Speech recongition code is also limited - for example, it still doesn't work with Spanish.
