Powertoys for Tablet PC includes a mini app called "Hold Tool".

I , for the life of me, cannot figure out what the heck this thing is for. I toggle it on and off and can see no difference with scrollbars/check boxes.

To tell you the truth... I'm not certain as to what it does. Not actually sure it even works. :-) I've never been able to notice any difference either...

I, too, played with it for a while and couldn't figure it out. I'm with you Spencer..I don't think it works..
