Just how slow is 4,200 RPM , and what impact would it have on my daily use?

I'm a student and would mainly be using and abusing OneNote, have multiple itnernet windows open, and perhaps an Office program running altogether.

Does it make opening files (such as a scanned book), or using OneNote a pain?

Add some ram, turn off the page file and do a clean install. For the use you're describing, you should be fine.
