I'm not able to locate the disk scanning tool for detecting errors. Is it available with the OS? I've a few occasions where I have to shut down windows by removing the power supply due to lockups but there is no disk scanning during restart, is this normal?

try going to Start-Accessories-system tools-to Disk clean up..disk fragment program is there...they just changed the name

Double click on "My Computer" if you're in classic mode or press "Start" and click "My Computer" if you have the WindowsXP style start menu.
Right click on your hard disk drive. Click on Properties. Click on the "Tools" tab and you will see "Error-Checking" and "Disk Defragment." Click on "Check Now..." and it will schedule a hard disk drive error check the next time that are you start your machine and will check the disk before Windows loads.

Running disk defragment after you have checked for errors will increase the speed of your computer. Also, I recommend a program on Microsoft's website called "bootvis.exe" (just use microsoft.com's search feature). It will analyze your boot-up sequence and will reorganize the files in your hard disk to increase boot speeds.
